Amazon Joins Microsoft in Backing U.S. Legislation to Restrict Nvidia’s AI Chip Exports to China

Amazon has joined Microsoft in supporting new U.S. legislation aimed at tightening restrictions on Nvidia’s export of artificial intelligence chips to China, The Wall Street Journal reported on Thursday.

Microsoft has already voiced support for the Gain AI Act, a bill that would require Nvidia and other chipmakers to prioritize U.S. demand before supplying AI processors to China and other restricted markets.

According to sources familiar with the matter, executives from Amazon Web Services (AWS) told Senate staffers that they also back the proposal, which could give American cloud providers priority access to Nvidia chips. Google-backed AI startup Anthropic has expressed similar support.

Lawmakers are considering attaching the bill to the National Defense Authorization Act (NDAA), a move that would accelerate its passage with bipartisan backing.

The legislation comes as China ramps up efforts to achieve self-sufficiency in AI and semiconductor production, while the U.S. continues to tighten export controls. Nvidia, already hit by multiple rounds of U.S. restrictions, could face further pressure on its China business if the new bill becomes law.
